Gaps
What the LGU does not publish
This directory shows only what the Citizen’s Charter actually states. Where a fee, a requirement or a processing time is not published, it is left blank here rather than filled in from another municipality’s charter — a wrong fee costs a resident a wasted trip.
No service charter published at all for:
Health & Wellness · Agriculture & Economic Development · Education & Scholarship · Public Safety & Security · Environment & Natural Resources
These are categories a municipality normally publishes. Their absence is recorded from the LGU’s own site, not an omission here.
26 specific gaps recorded
- —Consolidated Citizen's Charter document: the LGU publishes no single Citizen's Charter PDF or full-text charter page. /services/citizens-charter/ (canonical /citizens-charter/) is only a BetterDocs index of office tiles; it carries no fees, requirements or processing times.
- —https://labo.gov.ph/services/citizens-charter/ and https://labo.gov.ph/services/key-services/ could not be retrieved: neither path appears anywhere in the Wayback CDX index for labo.gov.ph (never archived), and the live site returns HTTP 403 behind Cloudflare. Their content is therefore NOT represented here.
- —https://labo.gov.ph/services/downloadable-forms/ is listed in the site menu but both archived snapshots (2025-10-15, 2026-02-14) are Cloudflare challenge pages, so its contents are unknown. /services/ and /services/embed/ archived snapshots are likewise Cloudflare challenge pages.
- —No service charter published for these offices (their /knowledge-base/<office>/ pages embed only the generic Organizational_Chart.pdf): Office of the Mayor, Office of the Municipal Administrator, Office of the Cooperative Development, Urban Poor Affairs Office, Human Resource Management Office, Office of the Secretary to the Sanggunian, General Services Office, Disaster Risk Reduction and Management Office, Internal Audit Service, Tourism Services Unit, Permits and Licenses Division, Office of the Accountant, Veterinary Office, Labo Hospital, Health Office, MENRO.
- —Health & Wellness: nothing published - no service, requirement, fee or processing time for the Health Office / Municipal Health Office or Labo Hospital. (The Health Office knowledge-base page embeds the Organizational Chart only.)
- —Environment & Natural Resources: nothing published - no charter document or service listing for MENRO.
- —Agriculture & Economic Development: nothing published. Note the charter file named MAO.pdf is the Municipal ASSESSOR's Office charter, not the Agriculture Office; no Agriculture Office service document exists in the LGU's uploads.
- —Education & Scholarship: nothing published - no scholarship or education service, requirement or fee found anywhere on labo.gov.ph.
- —Public Safety & Security: nothing published. The only related item is the Municipal Treasurer collecting police-clearance fees (P200.00); no police/security service, requirement or processing time is published.
- —Where-to-go detail: the charter PDFs name the office and a contact person plus telephone number only. No floor, building name or barangay is published for any office, so no 'where to go' detail beyond the office name can be given.
- —Processing times are not published as service totals for almost every service - the charters print per-step staff times only (and many steps have no time at all). Totals given in this dataset are sums of the printed per-step times and are labelled as such.
- —Total processing time for Business Permit (new and renewal): not published - only per-step staff times.
- —Total fee for Business Permit / Mayor's Permit: cannot be published as a single figure - business tax depends on line of business and gross receipts/sales, and the Mayor's Permit Fee depends on the adopted enterprise scale and on whichever of asset size or number of workers yields the higher fee.
- —Municipal Social Welfare & Development Office: no fee published for any of its ten services (pre-marriage certificate, certificate of indigency, burial assistance, senior citizen/PWD cash assistance, shelter assistance, Solo Parent/Senior Citizen/PWD IDs, assistance to families with special needs, social case study report, medical/burial/transportation/subsistence assistance).
- —Public Employment Service Office: no fee published for either of its two services. (The printed step 'Pays the necessary fees' appears with no corresponding fee.)
- —Municipal Budget Office: no fee published for any of its three services.
- —Municipal Civil Registrar: fee not published for Registration of a Foundling (Certificate of Foundling) - the FEES section of that charter page is blank.
- —Municipal Civil Registrar - Legitimation: the charter prints a group total of P250.00 that does not equal the sum of its own itemised fees (P160.00 + P50.00 + P50.00 + P50.00 + P100.00 = P410.00), so no reliable legitimation total can be reported.
- —Municipal Treasurer - Registration of Ownership of Large Cattle and Branding: the charter's two-column fee list is printed interleaved, so the amounts (P50.00, P50.00, P3.00, P50.00, P50.00, P100.00, P50.00, P50.00) cannot be reliably matched to individual fee items.
- —Municipal Planning & Development Coordinator - Provision of planning data to researchers: the charter's fee column does not align one-to-one with the lettered list of document types, so no per-document fee can be reliably reported.
- —Municipal Engineer's Office - Certificate of Use or Occupancy and Fencing Permit: fees are published but the required documents are not.
- —Municipal Engineer's Office - Preparation of Program of Works: no fee published.
- —Municipal Engineer's Office - Electrical, Mechanical and Sanitary/Plumbing permits: no total processing time published (per-step times only).
- —Detailed breakdown of the late-renewal penalty beyond the published '2% per month and 25% surcharge per quarter' for business permit renewal: not published.
- —Municipal Budget Office services (barangay budget review/release, certification of availability of appropriation) are internal fiscal/governance services that do not fit any of the ten service categories cleanly; they have been filed under 'Taxation & Payments' as the closest available grouping.
- —Any service delivered by the Office of the Mayor, the Sangguniang Bayan, the Municipal Administrator, the Cooperative Development Office, the Urban Poor Affairs Office, or the Municipal Accountant: no requirements, fees or processing times published.
